Raising the standard of commercial building design.
Designed by architects, Hames Sharley and constructed by Northerly Construction, Westgate was constructed in just 14 months and is now home to The Cancer Council.
Westgate is a 6 level, 10,605m² commercial office building on the prominent corner of Railway and Bagot Roads in the inner city suburb of Subiaco, in Perth Western Australia. The site was previously occupied by four derelict inner-warehouses and a long abandoned corner deli. Its only neighbour is to the East in King Edward Memorial Hospital, with multi-residential lots to the South across Bagot Road.
The underlying principle behind the design of Westgate was to reactivate this corner of Subiaco and provide a community asset that will start the revitalisation of the immediate precinct. The program is determined by regulatory planning parameters and the alignment between the provision of car parking, street activation, public amenity and the financial viability of the functional commercial space.
The prominent corner of Railway and Bagot Roads is given due treatment with an elegant display of the light curtain wall floating past the heavier grounding South facade. This creates a pleasing sculptural juxtaposition of material and form.

Completed in June 2014, Haven comprises of 76 one, two & 3 bedroom apartments architecturally designed to maximise space efficiency.
Prior to Blackburne’s involvement, there was an existing approval for 39 luxury apartments on the site. Following the GFC, this original scheme was deferred due to tight credit conditions and a struggling property market.
A revised DA was subsequently obtained for Haven Apartments – a seven storey mixed-use development comprising of 3 offices and 76 apartments. The Hillam Architects brief was to produce ‘affordable luxury’ – compact, well-designed, well-finished apartments that could be sold at prices starting below $400,000 for a one bedroom and $500,000 for a two bedroom apartment
Blackburne quickly discovered that buyers were willing to trade off ‘space for place’ with Haven. Following marketing launch in January 2012, the project achieved presales within 12 weeks and was sold-out by October.

Energy efficient principles matched with design excellence.
The building’s energy efficient design allows for plenty of natural light and cross ventilation.
There were two interior colour schemes to choose from, and every apartment features high-quality carpets and tiles, the latest European stainless steel appliances and reverse cycle air-conditioning. Luxton also has a rooftop garden for all residents to share and enjoy the city views to the CBD.
With many unpredictable challenges arising, achieving a successful outcome with Luxton became a test of creativity and resilience.
The City of Vincent’s Design Advisory Committee (DAC) assessed the concept as meeting its ‘Design Excellence’ standard, thanks to Blackburne’s innovative proposal to split the project into two towers, maximising solar access and cross ventilation for all apartments. This DAC assessment allowed for an additional two storeys.
During presales, tests revealed problems with groundwater and soil, making the construction of a basement unfeasible. The difficult decision was made to stop marketing and redesign the project. Then, despite a successful re-launch with presales achieved in eight weeks, groundwater again became an issue when construction began, leading to further structural redesign and more delays.
Blackburne’s strong Project Management and excellent relationship with the contractor still saw Luxton become a success, delivered within the original budget and without exceeding the construction contingency.

The perfect inner city lifestyle set within a rejuvenated central Subiaco location.
Centrally located on Roydhouse Street in Subiaco, the development offers residents the very best location in the heart of Subiaco.
Blackburne worked to deliver ‘affordable luxury’ for the Encore project, with compact apartments ensuring a high quality product at competitive prices.
It was negotiated to sell 10 of the apartments to the Department of Housing – at construction cost – as Affordable Housing. They were integrated among the development, with the same finishing specification as all others.
Encore’s energy-saving design achieved environmental performance equivalent to a 4 Star Green Star building. Advanced environmental features included a photovoltaic solar energy system for common power, and a low-energy central hot water heating service.
An innovative mix of diverse housing addressed the needs of changing demographics. Acknowledging the need to evolve with people’s lives, some apartments were designed to be adaptable units, easily modified later for disabled access.
Encore is also home to the award winning architects, Hillam Architects, who relocated into the commercial suites at Encore.
The project achieved the required presales within 10 weeks of its May 2013 launch, with 50 apartments sold in the first two weeks.

Proximity was the first of the projects in LandCorp’s The Springs redevelopment to sell out.
The development maximised its location and delivered compelling value in terms of sustainability and community.
Environmental features included a grid-connected photovoltaic solar power system, a highly efficient solar-boosted central hot water plant, low-energy lighting, sensor-controlled lights in common areas, and a carpark ventilation system controlled automatically by CO2 sensors.
To help establish a healthy community in this newly developed area, the building incorporated a shared lobby, a pool, a gymnasium, a BBQ and cabana area, and a communal herb garden.
Value was maximised, with prices 10%-15% cheaper than the equivalent apartment in the city. Mainly one and two bedroom apartments supported both new home buyers and downsizers.
Proximity was an enormous success for the project partners, and provided an outstanding launch for The Springs.

Set back from the main road on quiet Harold Street – right between the Beaufort Street buzz and the peace of Forrest Park, Blackburne saw this sit as an opportunity to bring luxurious one and two bedroom apartments, all architecturally designed to maximise space efficiency.
Monarc demanded all of the design sensitivity and negotiation skill Blackburne could bring to bear.
Constraints of the site included neighbouring heritage buildings and the general low-rise character of the area. This called for a design solution that carefully responded to its context.
Monarc applied high quality architecture and a layering of materials, textures and wall depths to break down the scale and bulk of the building in its heritage surroundings. The design referenced the historical nature of the local neighbourhood in a number of ways.
Clever passive solar design saw the City of Vincent’s Design Advisory Committee (DAC) judge Monarc as representing ‘Design Excellence’, allowing an additional two storeys over the three-storey height limit.
The podium of three levels reduced the scale of the development, with levels 4 and 5 terraced back from the streetscape.
Monarc includes a central courtyard beautifully landscaped both at ground level and vertically on the southern wall of the void. This ‘gro-wall’ was designed to flourish in the northern sunlight.
With sensitivity and innovation, Monarc proved to be both a sales success and a neighbourhood asset.
